World Organization of Animal Health (OIE) was created in 1924, whose main objective is to improve the health and welfare of animals all over the world. In the website of OIE, there is a section 「Animal disease data」 clearly stated diseases needed to be notified to OIE. http://www.oie.int/eng/maladies/en_classification.htm

Among these diseases, three categories are related to aquaculture and they are fish, crustacean and mollusc.
